About Dr. Abas Basir
Dr. Abas Basir is a distinguished Afghan academic, policymaker, and environmental law expert currently serving as a researcher with the International Nitrogen Network (iN-Net). He previously held the position of Minister for Higher Education of Afghanistan until the political transition in Kabul.
Throughout his career, he has occupied several senior leadership and advisory roles in government and international institutions. These include serving as Director General of the South Asia Co-operative Environment Programme (SACEP), Senior Advisor to the President of Afghanistan on Natural Resources and Environment, Chief of Staff at the Office of the Vice President, Deputy Director General at the National Environmental Protection Agency (NEPA), and Acting Director of the International Cultural Relations Directorate at the Ministry of Foreign Affairs. He also served as an Afghan diplomat in New Delhi.
In addition to his policy and diplomatic experience, Dr. Basir has extensive academic involvement, having taught environmental law and water management at both undergraduate and postgraduate levels in Afghanistan. He has authored multiple scholarly publications focusing on environmental law, public policy, and electoral systems.
He earned his PhD in International Environmental Law from Jawaharlal Nehru University, India, and is widely recognized for his contributions to environmental governance and sustainable policy development.
